I was reading gold's gym's guide to lifting and they said to have like 2 glasses of milk per meal when bulking is this ok cuz it has a lot of sugar

No, its not. I stay away from milk regardless if I am bulking or cutting, but definitely don't drink that much milk, even on a bulk.

Thats because most everybody preaches the calories in, calories out dieting which isn't accurate.

i usually drink a fair amt of milk on a bulk, few glases a day. Not necessarily just for the cals, but because i loooove milk and when i bulk i tend to have soem things that i enjoy since i cant when i cut. Milk is high on the insulin index if im not mistaking, and 2 glasses everymeal seems a bit much.
