Default upper arms

There is no magic to losing bodyfat.
No tricks.
Diet and exercise are the key ingredients in reducing fat in the body.
You can help to tone areas of the body through weight resistance training, but if you are not EATING right, fat will still cover the area, hindering your progress and your look anyway.

There are exercises you can perform at home using no weights, only your own body weight to help "tone". You should invest in some hand weights if you are not able to join a gym right now. A flat bench would also be a good idea.
Go up to the Blue tabs at the top of the page labeled "EXERCISE" and look into the exercises for bicep, triceps. Actually, check them all out.
Your body will love you for it.

Taking care of your body should be a way of life...not a quick fix. Like anything worth having, you have to work for it.

Maybe you could let us know what you are doing currently, what you are eating and doing daily. Your post is a bit vague.
Setting attainable goals is a great place to start.
