when to know it is the wright time to start taking suplements? and how to choose the correct one?

The correct time to take supplements is after you have designed a good diet. Supplements shouldn't be used on top of a horrible diet.
If you have a good diet set out for yourself, then move onto Whey protein and Dextrose and Maltodextrine(Sugars) so you can create the proper PWO shape per this article:
