I started this program yesterday and I have a question about it that I'm hoping someone can answer. In workout one, am I suppose to only perform one set for shoulders? I might be reading it wrong. If I am, someone please tell me!

Yes, one set only, but followed by a 30 second static hold at every rep, when your arms are straight, at the top of the movement.
