Before i did a cut i seemed to more evenly distribute the fat on my body, since then it seems like the majority of my fat is going to the lower half of my abes. What can i do about this either then eating healthier- or is my fat always going to be stored there or would doing actuall lifting for my lower abes in a anerobic form (like ab machines etc) help me lose my fat in any way? What about leg raises etc as well

ya its pretty well there until your body starts to use it from that area... unfortunatley there is nothin you can do to make your body use that fat first... everyone stores fat differently. for me .. it seems as though that the fat on my sides is where my body loses fat last... so you will just have to stick with eating right and causing a calorie defic. thru exercise to lose body fat (may want to shoot for a 10-11 cal per lb of bodyweight with at least 1.5-2 of protein of bodyweight and the rest with lower carbs and fat at about 20-25%make sure to take in vitamins too while cutting calories too). make sure you keep workin your abs .. gotta have somethin to show when you shed your coating there. hope this doesnt bring ya down too much and hope it helps.
You cannot spot reduce fat. You can do 500 crunches a day and that fat will not go away.

That's completely correct. You can't reduce the fat of a single section of your body without removing it from others too.
I'd suggest to do another cutting phase until you're satisfied with the amount of fat that has been removed from your waist.
After that, you can choose to do a strict clean bulking phase to compensate for the weight and size you lost during your cutting.

lower abs and pecs are like that. for some reason they are usually the last places to lose the fat. just stick with your diet. keep cutting, it will go away.
